 Description As we learn in class, Russia made two important institutional choices at the time it adopted its
new constitution (in December 1993); that is, according to the constitution, Russia adopted a
presidential system as well as a mixed SMDP/PR electoral system. In this paper, you are to
address a hypothetical scenario. What if Russia had adopted a pure parliamentary system as well
as pure closed-list proportional representation in 1993? In analyzing the hypothetical
consequences of these choices, assume that the results of the PR component of the parliamentary
elections that were actually held in 1993, 1995, and 1999 reflect the entire electoral results. In
other words, ignore the results of the SMDP component when assessing how the parties might
have done with only PR. In the paper, consider only the events that occurred while Yeltsin was
president – the 1990s.
Organize your paper around the issue of democratization. How might such institutional choices
have affected Russia’s democratic transition? Pay particular attention to how these alternative
institutional arrangements would have affected Russia’s executive branch and the relationship
between executive and legislature. Use the results of the 1993 and 1995 elections to try and
identify possible coalition governments that might have existed. How would the balance of
power between executive and legislature have been affected? How might an executive
composed of a coalition government have made key economic policy decisions, and how might
such economic decisions have differed from those that were actually enacted by Presidential
Yeltsin? How would the role of political parties have been bigger under this hypothetical
scenario? Would this have been good for democratization? Finally, comment on how the
political transfer of power in 1999 would have differed?
Your paper should NOT simply address the above questions in order. Instead, you must address
these questions in the context of a coherent argument. Your paper must be well-organized so
that your answers to the above questions flow naturally in your paper. In addition, you should
try and address concerns of your own – add your own original thoughts and analysis to the paper.
How do YOU, an informed observer, think that such a change would have affected Russia’s
political and economic reform process? While I encourage you to analyze the question yourself,
be careful to offer informed opinions. Make sure your assessment is supported by evidence in
your paper.
Your paper should cite four sources other than the textbook or lectures. Two of your sources
should be books or scholarly articles; that is, authoritative comments on Russia’s recent history.
The remaining two sources can include articles from reputable journals, such as The Economist,
New York Times, Washington Post, or web pages with strong, factual content. If you have
questions about sources, ask your TA before you complete your paper.
Your paper should be 5 (double spaced) pages long. (Any paper less than 5 pages long will
be marked down.) The paper is due in class on February 25.
